inability to dcc. error i have never seen before

It looks like your irc client is expecting an ssl connection. Maybe it's a configuration option ("check this box for secure dcc" or something).
If you want to get more clues, try watching the bot console from a telnet window while you initiate the dcc chat. Make sure you have debugging turned on so you can see more detail about what's happening.
