Looking for an scritp what makes a´ hyperlink!!

Hi, its me again!
I am looking for a tcl script what can add public commands! and show an hyperlink (like on a html page) i just klick the word" link " for example and it connects me 2 that link!

Do you mean like a trigger?
Like '!fbi' and it'll run exploder or nutscrape to http://www.fbi.gov?
