In some TCLs they require Packages like
package require tdom
package require http
package require htmlparse
package require textutil::split
package require tls 1.6.4
is there any specific place to find them??

Usualy, these packages are included in tcl and/or in tcllib. Look in /usr/share/tcltk/tclX.X (replace X.X with your tcl version)

depending on your OS as each OS gives different names to their packages
