server bans

hi.
When you apply a ban through the .+ban command the bot also kicks the user.
Is it possible to add a ban to the channel (server ban), without kicking the user that matches the ban?

Yes, become a OP, and add the ban yourself.

Otr simply set -enforcebans.

Well i have already set -enforcebans and the bot kicks the users!!.... its weird... here are my current settings...

-enforcebans +dynamicbans +userbans +dynamicexempts
+userexempts -dynamicinvites +userinvites -protectops
-protectfriends +statuslog -revenge -protecthalfops
-revengebot +dontkickops -autovoice -autoop -autohalfop
-bitch +secret -shared +greet -cycle

No idea why its happening...
i am running v1.6.13
