I did a
but the bot is still greeting if someone joins the channel. Any ideas ?

Check you havn't got any sort of greet scripts loaded.
Double check the above, as many people have complained about this before, refusing to acknowledge that it could be the above, but turns out to be.

again, but the bot still greets peoples on join

is this a static channel? like added in your conf with channel add ?

Regardless of the config file, changing settings with ".chanset" will force it based on that.
So long as the settings are changes, and saved to the channel file, the channelf ile take priority over the config file settings
