Personal welcome message

Hello

Is it possible to make a personal welcome message for users?
For example: If user "admin" enters the bot should say "Hello Master"

/msg <botnick> info <pass> #chan infoline
-the infoline for one spesific chan

/msg <botnick> info <pass> #chan NONE
- remove infoline for one spesific chan

/msg <botnick> info <pass> NONE
-removes all the infolines

/msg <botnick> info <pass> infoline
-sets the infoline for all the chans
