What the heck does this mean?

It's shown when i type .chinfo [user] [channel] [info-line]
How can I turn it on?

If I'm not wrong, in the .conf file you have something like this:
# Set this setting to 1 if you want to allow users to store an info line.
set use-info 0
Once the game is over, the king and the pawn go back in the same box.
