scand-letters doesn't work (ö, ä, å)

Hey can someone help me. I've somekind of database script (eggdrop db v1.0 by gozzip) at my bot and it was working nice.. when i set up another bot to same compilation with same script but different database, that 2nd's bot SCAND-letters (ö, ä, å) wasn't working.

So... i installed 1.6.15 and now 1st and 2nd bot doesn't work. Or they are working but scand-letters doesn't.

Locals at linux should be working, or i haven't done anything for them

ä = Ã¤
ö = Ã¶
å = Ã¥

Look this...

I understand this to be a Tcl related issue.

What version are you running?
