005 (RPL_ISUPPORT) support.

First of all I'd like to say that if this topic has been discussed already somewhere on these forums or eggdrop already supports this just ignore this thread.

As far as I know eggdrop does not support the 005 (RPL_ISUPPORT) numeric, I personally see this as a big disadvantage.
The 005 reply can be used to decide on things like:
how many channels the eggdrop can join, if ban excepts are available, the max modes per /mode and many others.
Maybe also an option if to use 005 reply over any conf settings would be in order.

This is a very useful feature which I think should be added.

This will doubtful make it into the 1.6 tree, however, it is in planning, and some form of production too, for the 1.7 tree (Not even alpha at this stage).
