As far as I can see the .conf file seems a bit messy and some modules may not be loaded propertly. Have you installed the eggdrop as it should be installed by folowing the steps pointed in the docs file that comes with it and/or from the Setup page of this site?
Once the game is over, the king and the pawn go back in the same box.

Try going through the steps of configuring, compiling and installing eggdrop first. Then edit the config file and start in user creation mode.

It seems you are trying to run the config file as a shell script.
