Could be a numerous things.

Check so that all bots have "shared" in the conf.file
Check so that you have set the hub to agressivly share (+s) the userfile, and that the leafs passivly recieve (+p) on the leafs you need to give the hub +h (all explained here http://www.egghelp.org/enhance.htm )
Check so that the adress is right (for telnet) ip/vhost and port
(.chaddr botname bots.wierd.vhost.com:4500)

Hope this helps

You should add your HUB to your HUB -- meaning if you .whois hub on the hub it will be there with no botflags... but then on your leaf bots add the flags to it ... what happens is everytime your bots link they "forget" whoses the boss (hub).

.+bot hub address:port
.chatter hub +fgov (IF ONLINE HUB (Not needed if OFFLINE HUB))

then on each leaf
.botattr hub +ghp

Our hero, Slennox, has already thought of that, and has included this information here.
There is also an excellent document inside your eggdrops "doc" directory titled BOTNET, which explains share bots very well.
