TCL to Send a DCC request to a user

I'm having difficulties with one of my users DCCing into my bot. Other users have no problems getting in, as far as i can tell he's got everything configured right, and he's able to recieve dcc chat's from other people.
what i'm seeing in the partyline is:

I've looked around for a script that will cause the bot to initiate a dcc connection with a user but haven't found one for 1.6.x.


I'd appreciate any help in finding/writing such a script or solving the root issue.
