How can I set my bots to only answer a dcc from a +m or +n , so that ops cant even message them?

DCC access to bots
Bots only answer on DCC to people with "p" flag.So if user don't have flag "p", then he can't chat with bot.
But when you add user, and if you have set set default-flags "hp", he get flag p, so that means that he can chat with bot..If you wan't, that user don't get flag "p", then make like this:
set default-flags "h"
