Idle kick in 1.6.8

Just compliled 1.6.8 everythign running fine except the Idle kick.. It wont turn off
i have all the settings at 0 but still it kicks with a "idle 1 min" kick?
Any suggestions

Have you changed the value via the partyline?

eg
.chanset #channel idle-kick 0
Save ".save" to keep this value.
