its part of a tcl script, that i'm getting an error on.
DCC Sending, as per your stated question, is not part of a tcl script problem for the error of '(no access)'.

You originally said that YOU were unable to send a file to your bot, now you are saying that another BOT is unable to send a file to another BOT.
Which is it?
Adding the suggested flags should have helped, or atleast changed the error message that you are getting. Check your partyline for a new error message.
